Create or update a user's availability slots

https://staging-apis.pencilapp.com/public/api/availability/slots/

Upsert the target user's weekly availability slots. If the user has no availability record, one is created; if they do, all slots and the timezone are replaced with the values in the request body — this is not a partial update.
